Corruption Perception Index for 2018

Kyrgyzstan again scored only 29 points out of 100, as in 2017 and ranked 132 out of 180 countries included in the 2018 Corruption Perception Index (CPI) compiled by Transparency International.

For the second consecutive year, Kyrgyzstan scored 29 points in the CPI, i.e. its position in the index remained stable, and the change in position (in 2017 - 135) is due to changes in other countries and the inclusion or exclusion of some countries from the index.

The position of Kyrgyzstan in the CPI, which is below 30 points over the past few years, demonstrates that the Government must intensify its efforts to combat corruption.

The problems associated with the anti-corruption policy of Kyrgyzstan are mainly related to the lack of accountability at different levels of government, which in turn results from the lack of effective checks and balances between the branches of government.

Very little attention is paid to preventive measures and the transparency and accountability issues are very weak. Institutional anti-corruption plans are implemented in a highly formal and non-public manner. The effectiveness of measures taken with regard to the monitoring of asset declarations of public officials remains questionable. In addition, Kyrgyzstan is at risk of exclusion from the Extractive Industries Transparency Initiative.

The judicial system faces many challenges. Contradictory legislation, internal and external interference, lack of openness of the system, lack of accountability and poor management in the judicial system pose a direct threat to the independence of judiciary and significantly increase the risks of corruption.
