"Development Pacts II: An accountability tool in the hands of local communities in   Kyrgyzstan" project. 2016 - 2018

Transparency International Kyrgyzstan with the financial support of UNDEF continues the project "Development Pact II: accountability tool in the hands of the local communities". The project sought to enhance the role of local communities in decision-making processes at the local level and access to state and municipal services. The capacity development of the local community, organizations, vulnerable groups and their effective cooperation with local authorities is made using the development pact tool and the developed on-line platform. The development pact is an agreement providing for joint cooperation between the civil society, local authorities, local political leaders. Such an agreement between the local community and the local authorities is aimed at identifying local problems that should be done first as well as finding ways to address them effectively. The Development Pact tool, compiled in the form of a document, includes the objectives of the participants, their responsibilities and a certain period of time for performance. This tool allows the local community to participate in decision-making, as well as to increase transparency and accountability of local authorities.

71 Development Pacts are developed and implementing between local self-government bodies and local communities (activists, deputies, residents) in 18 different areas.

Also in the frame of the project, Transparency International Kyrgyzstan developed an on-line platform on www.pact.kg website with the instructions on state and municipal services, the training package for the local community and local government and the Development Pacts' templates. The public services provided are conditionally divided into 14 areas, which contain 72 brief instructions that will be updated and completed by other areas of services.

 

Anticorruption Journal - ask journal project

Transparency International Kyrgyzstan launched an "Anti-corruption Journal" project to inform the population on provision of public services, overcoming administrative shortcomings and anti-corruption efforts. The aim of a Journal is not only to provide explanations of laws for population and to assist them in dealing with State structures, but also legal education of citizens and the development of their anti-corruption skills.

In order for ordinary citizens to be able to access public services quickly and qualitatively before State authority, the Journal contains the Instruction section with scores of instructions covering different areas and the sequence of actions. Our instructions can make citizens aware of their rights and the duties of employees of State bodies, the forms and document models, as well as to know work schedules, addresses and telephone numbers of the required public organizations. The portal has such sections as Material, Power, Tools, Analytics and Success section, where everyone can find many interesting and useful information.  In addition, it is possible to ask questions, exchange views and provide feedback on activities of the public authorities and the quality of public service provisioning.

 

Pilot Survey "Index of Judicial Independence (IJI) project in Kyrgyzstan, Moldova, Bosnia and Herzegovina, Latvia, Mongolia, and Slovenia".

International Development Law Organization (IDLO) implementing strengthening the Judiciary in the Kyrgyz Republic Program funded by USAID planned to continue testing its questionnaire dedicated to analysis of one of the cornerstone issues of Judiciary - Judicial Independence in several countries in Eurasian region.

As countries judicial systems and mentality of population may differ several chapters were invited to take part in the survey. The pilot survey is conducting in Kyrgyzstan, Moldova, Bosnia and Herzegovina, Latvia, Mongolia, and Slovenia. National Chapters of listed countries are involved to conduct the pilot survey in their home countries. The Index of Judicial Independence (IJI) is determined and based upon 30 criteria surveyed that allow a comprehensive and detailed picture of a country's judicial system. The survey includes blocks of questions related to (1) the mechanism for selection and appointment or election of judges, (2) the legal status of judges, (3) accountability of judges, (4) dismissal of judges, (5) social benefits, protection and security for judges* (6) professional development for judges and court personnel, (7) judicial self-governing organs, (8) judicial system financing and (9) the powers of a judiciary relative to the powers of executive and legislative law making.

 

National Integrity System Project

The National Integrity System (NIS) assessment in the Kyrgyz Republic which consists of identifying the lacks in the legal framework and practices of the implementation and working out proposals to strengthen the National Integrity System to prevent corruption. The study analyzed the vulnerability to corruption in 12 pillars of the system: Parliament, Executive, Judiciary, institution of Ombudsperson, Chamber of Accounts, Central Election Commission, law enforcement institutions, political parties, public and private sectors, civil society and mass-media. The overall goal of the project is "To improve the overall standards of governance, transparency, accountability and anti-corruption in Kyrgyzstan across all government bodies". The research exercise focuses on (1) their overall capacity, (2), their internal governance systems and procedures, and (3) their role in the overall integrity system, the research draws on more than 144 indicators, covering 12 types of national institutions. Under each of these dimensions is formed a common set of indicators, namely resources and independence under capacity; transparency, accountability and integrity under governance.
