The public procurement system of the Kyrgyz Republic, established in 1997, underwent significant changes in 2015 with the introduction of e-procurement through the Public Procurement Portal. Recent reforms in 2022 simplified public procurement procedures and introduced contract administration. In addition, in 2012, the World Bank Country Office in the Kyrgyz Republic conducted a comprehensive Country Procurement Review (CPSR). The review noted that a lack of capacity hinders the effective implementation of public procurement in all sectors. In this regard, the Government of the Kyrgyz Republic, with the support of the World Bank, established the Independent Inter-Agency Commission on Complaints and Protests in March 2016. Transparency International Kyrgyzstan announces a tender to conduct an analysis that includes an inventory of procurement laws, identification of gaps in the legislative framework, analysis of the effectiveness of the complaints system, and development of recommendations for improving the public procurement system.
Transparency International is seeking a consultant to prepare two reports:
(1) Conduct a comprehensive assessment of the compliance of current public procurement legislation with international standards, identify gaps, and develop recommendations for improving the public procurement system.
(2) Review and evaluate the effectiveness of the Independent Complaints Commission and the procurement organization by analyzing complaints for 2022-2023.
